وتعتبر هذه الإدارة المرجع الشرعي لجميع شرائح المجتمع على المستويين الرسمي والشعبي، كما تعمل على عرض البيان الشرعي فيما يعترض الناس من مشكلات حياتية، بالإضافة إلى ترسيخ المرجعية الشرعية للهيئة العامة في جهاز الإفتاء من خلال تعزيز موجبات الثقة بها، وتلبية احتياجات المجتمع في فهم أحكام الشريعة الإسلامية وحُسْن تطبيقها، وتحقيقا لمفهوم الوسطية ، وإسهاماً في القضاء على المظاهر السلبية الناجمة عن الإفتاء من جانب غير المتخصصين.
