BKE is the Dutch short for Boter Kaas en Eieren. In English this game is called Tic tac toe.
In this version you can play against your android device. You can choose to start or you can choose to move second. The third option is to play against an other opponent.
The android device plays an optimal game in level 3 so you will never win. But try to learn by inspecting the moves of the android program.
