The Caller Name Announcer app can announce your incoming caller name, if caller name is already saved in the phone book it will announce the name or else it will announce only a number. It will work as caller ringtone. If it don't announce anything, you should check TTS settings in your device settings. Check weather TTS engine (Text-To-Speech) installed or not.
