Mengingat Akta Notaris sebagai akta otentik merupakan alat bukti tertulis yang terkuat dan terpenuh, dalam Undang-Undang ini diatur tentang bentuk dan sifat Akta Notaris, serta tentang Minuta Akta, Grosse Akta, dan Salinan Akta, maupun Kutipan Akta Notaris. Fungsi Notaris di luar pembuatan akta otentik diatur untuk pertama kalinya secara komprehensif dalam Undang-Undang ini. Demikian pula ketentuan tentang pengawasan terhadap pelaksanaan jabatan Notaris dilakukan dengan mengikutsertakan pihak ahli/akademisi, di samping Departemen yang tugas dan tanggung jawabnya di bidang kenotariatan serta Organisasi Notaris. Ketentuan ini dimaksudkan untuk meningkatkan pelayanan dan perlindungan hukum yang lebih baik bagi masyarakat.
Undang-Undang ini terdiri dari 13 Bab dan 92 Pasal beserta penjelasannya.
Undang-Undang ini mulai berlaku pada tanggal diundangkan pada tanggal 6 Oktober 2004

This Law shall come into force on the date of promulgation on October 6, 2004
